America needs more homes; yet each new subdivision on the urban edge consumes the farmland and open land that sustain the country, so housing supply and farmland preservation, two goals that should work together, are too often treated as rivals. The Next American Dream, an illustrated policy proposal written for Members of Congress, their staffs, public officials and citizens, offers a way to pursue both at once.
The proposal lays a nationwide hexagonal grid, built from the USGS / EPA hexagonal monitoring grid and federal land-cover data, across the United States, and it places a one-mile growth circle at the center of each cell. Landowners who choose to opt in, whether a Bronx landlord, a Newton homeowner, an Iowa farmer or a rural Californian, earn Opportunity Zone-style benefits, including tradable, build-tied credits, for adding housing and productive use near existing development; the land beyond each circle can earn for staying farmland or open, parks and historic sites sit out by default, and zoning stays local.
