Systems Stewardship, A Practitioner's Blueprint for Advanced Intelligent Transportation Systems

"Systems Stewardship: A Practitioner's Blueprint for Advanced Intelligent Transportation Systems" challenges the traditional view of transportation as a collection of projects and physical assets. Drawing on more than four decades of experience in Intelligent Transportation Systems (ITS), Transportation Systems Management and Operations (TSMO), telecommunications, systems engineering, and public-sector leadership, Kevin Comstock presents a practical framework for managing transportation as an interconnected, technology-enabled public service.

The book explores the growing convergence of roads, traffic signals, communications networks, software, data, cybersecurity, operations, and institutional governance. It introduces the concept of systems stewardship, a discipline that extends beyond project delivery to encompass lifecycle responsibility, operational excellence, data-driven decision making, workforce development, and organizational resilience. Through real-world case studies from Chattanooga, Tennessee, including smart corridors, digital twins, predictive analytics, pedestrian safety initiatives, and regional mobility management, the book demonstrates how agencies can transform emerging technology into lasting public value.

Intended for transportation leaders, engineers, planners, operators, technologists, and policy makers, this book provides a roadmap for building future-ready organizations capable of governing, maintaining, securing, and continuously improving complex transportation systems. Its message is clear: technology alone does not create success; stewardship does.
