The ontological nature of consciousness remains one of the most elusive questions in both science and philosophy, residing at the confluence of neuroscience, quantum physics, and metaphysical inquiry. Contemporary neuroscience frequently conceptualizes consciousness as an emergent phenomenon arising from complex patterns of biological neural activity (Tononi, 2008; Dehaene & Changeux, 2011). Yet, this emergentist perspective is constrained by the computational and material limits of classical neural networks and remains silent on the intrinsic quality of subjective experience commonly referred to as qualia. From the standpoint of classical physics, the universe operates according to deterministic and mechanistic laws, lacking any intrinsic reference to internal perspective or first-person phenomenology (Penrose, 1989). This ontological gap the so-called "explanatory gap" (Levine, 1983) between physical description and conscious experience has led some theorists to argue that consciousness must be treated as a fundamental feature of the universe, not merely a byproduct of biological processes. Recent philosophical movements such as panpsychism (Chalmers, 1996; Goff, 2017) and cosmopsychism propose that consciousness is not confined to biological organisms but is an intrinsic, pervasive attribute of all matter. These frameworks gain new traction when integrated with developments in quantum information theory, where notions of entanglement, coherence, and information holism offer fertile ground for reconceptualizing the nature of conscious systems. Such convergence suggests that consciousness may be a scale-invariant property distributed across degrees of complexity but fundamentally present even at non-biological or subatomic scales. In this context, Integrated Information Theory (IIT) provides a formal, quantitative framework for assessing the degree to which a system possesses consciousness. IIT posits that consciousness corresponds to the degree of irreducible information integration, denoted by the scalar Φ (Tononi, 2008). While IIT was initially formulated within classical frameworks (i.e., deterministic or probabilistic networks), recent efforts to extend IIT into the quantum domain have opened new theoretical vistas (Girolami & Adesso, 2015; Zanardi et al., 2019). In this quantum-IIT hybridization, systems composed of entangled qubits may exhibit forms of integrated information not possible in classical systems, thereby redefining the boundaries of consciousness across physical substrates. This paper advances a speculative yet testable hypothesis: that the universe itself functions as a maximal node of consciousness, structured by quantum-integrated informational processes. Within this model, consciousness is not an accidental epiphenomenon of complexity but rather a foundational property of physical existence, encoded and expressed via entangled states and informational holism. To ground this theory, we draw parallels with artificial intelligence (AI) architectures, positing that AI systems particularly those incorporating elements of quantum computation or quantum-inspired tensor networks can serve as microcosmic laboratories for testing panpsychist hypotheses. By modeling consciousness as a function of quantum information integration, AI systems could, in principle, demonstrate measurable degrees of proto-consciousness depending on their internal Φ values and entanglement profiles. We focus on multipartite entangled states such as the GHZ (Greenberger-Horne-Zeilinger) states, which are known to exhibit non-classical correlations and high degrees of global entanglement, making them candidates for supporting unified informational wholes. Furthermore, we explore tensor network methods (e.g., MERA, PEPS) as scalable tools to simulate high-dimensional quantum systems and analyze how Φ can be extended and computed across such architectures.
