Das Buch umfaßt die Problematik nicht ausreichend integrierter ethnischer Minderheiten am Beispiel der kurdischen Stämme im Irak, Iran und in der Türkei. Die Genese der Kurden und die spezifischen Merkmale (z.B. Aufteilung des kurdischen Lebensgebietes auf mehrere Staaten, clanartige Organisationsstruktur etc.) bilden die Ausgangsbasis. Besonders herausgearbeitet wird die Rolle der Kurden in der Türkei. Ziele sind die Darstellung der Entwicklungsgeschichte der kurdischen Stämme und die Feststellung, in welchem Ausmaß die ungelöste Kurdenproblematik vor allem in der Türkei ein Krisenpotential darstellt. Dies wird mit Hilfe des sogenannten Konzepts des «Signalansatzes» festgestellt. Abschließend werden Bedingungen für eine Lösung des Problems und konkrete Lösungsoptionen erarbeitet.
