Die Autorin untersucht, weshalb in Lateinamerika trotz der massiven Privatisierungstendenz nach wie vor relevante Ausnahmen bestehen. Dazu analysiert sie detailliert die Privatisierungsprozesse im mexikanischen Elektrizitäts- und Erdölsektor. Die Verzögerung im Elektrizitätssektor ist auf den Widerstand der Privatisierungsgegner inner- und außerhalb Mexikos zurückzuführen. Im Erdölsektor ist hingegen das Finanzministerium ausschlaggebend, welches aufgrund seiner strategischen Selektivität und eigener Interessen die Privatisierung subtil behindert. Die Untersuchung leistet sowohl einen theoretischen als auch einen empirischen Beitrag zur Privatisierungsforschung: Theoretische Defizite bisheriger Untersuchungen werden durch den Rückgriff auf den strategisch-relationalen Ansatz von Bob Jessop umgangen. Dieser Ansatz nimmt eine gesellschaftstheoretische Perspektive ein, die es erlaubt, institutionelle und akteursbezogene Aspekte sowie deren Interaktion auf unterschiedlichen raumzeitlichen Ebenen zu untersuchen. Heigl erweitert den Ansatz, um ihn für Gesellschaften außerhalb des atlantischen Raums fruchtbar zu machen. Darüber hinaus legt sie eine Operationalisierung dieses Ansatzes vor, um die empirischen Fallstudien durchführen zu können.
