In der Gegenwart wird über den "Gottesbezug" von Verfassungen ebenso gestritten wie über eine "Staatsvergottung". Die Idee eines "absoluten" Staates hat in der politischen Philosophie der Neuzeit eine lange Geschichte, die bei Hegel gipfelt. Ihr Ziel war die Emanzipation des Staates von der Religion und den wirtschaftlichen Interessen. Ludwig Siep zeigt, dass die Rechte und Freiheiten, die er sichern sollte, durch seine unbegrenzte Souveränität aber auch gefährdet wurden. Daraus lassen sich Konsequenzen für die gegenwärtige Diskussion nach der "Wiederkehr der Religionen" ziehen. Der säkulare Staat bleibt notwendig für die Sicherung der Grundfreiheiten. Auf zivilreligiöse Aura kann er aber verzichten, wenn Religionen Menschenrechte aktiv bejahen. Zur Zügelung der globalen Wirtschaft muss er Souveränität an überstaatliche Organe abgeben. Dabei darf es aber nicht zu Zuständen ohne legitimes Gewaltmonopol ("failed states") kommen.
