Dem Inneren des Bundesstaats wird im Zuge der Debatte um den "Transnationalismus" indes mitunter mit Desinteresse begegnet. Wider diesen Trend untersucht Paulina Starski den Landesverwaltungsakt als Moment grenzüberschreitenden Verwaltungshandelns im Bundesgebiet sowie rechtsvergleichend seine Pendants in den USA und der Schweiz. Vor dem Hintergrund seiner interföderalen Bindungsdimensionen richtet sie den Fokus insbesondere auf zwei Aspekte: zum einen den Zusammenhang zwischen den jeweilig vorherrschenden Narrativen zum Wesen des Bundesstaats mit der dogmatischen Erfassung interföderalen Handelns und zum anderen die dogmatisch-theoretischen Interdependenzen zwischen der Erfassung von Interföderalität und Transnationalität auf supranationaler und völkerrechtlicher Ebene.
