In seinem Hauptwerk Der Geschlechtstrieb. Eine social-medicinische Stu die von 1894 bekannte sich Hegar als Befürworter der negativen Eugenik (Rassenhygiene). Außerdem wehrte er sich dagegen, dass die Immatrikulation an Universitäten den Männern vorbehalten blieb. Hegar war Ehrenmitglied der DGGG (Deutsche Gesellschaft für Gynäko logie und Geburtshilfe e.V.) und der Gesellschaft für Rassenhygiene , die 1905 in Berlin gegründet wurde.
